How Kasich team closed $7.7 billion budget deficit

I do not understand this article's math. Its discussion is about $900 million USDs short of the projected state budget shortfall for Ohio.
Is this intentional because this amount over two years is about equal to what suggested government employees 2% additional contribution to their retirement system would be during this period? Accurate reporting. You decide.

$2.2 billion Redirecting state tax revenues from local governments, schools and libraries
$1.8 billion for Agency spending cuts and related changes
$1.3 billion for Medicaid reform
$1.5 billion in other funding
====
= $6.8 billion
