If by partnership, they mean a politically correct term to hand it (property) over to the park, then I'm ok with it.

Will they shun the toll roads and tear up the other roads, increasing costs there?
The old car dealership is not a bad idea. Plenty of garage space in the service deppartment. The parts department and I think they had a bodyshop(?), could be living/sleeping area. The showroom could house offices for the township.
