You might expect 'poor' to be maybe uneducated, thus not being able to help the child much, but doesn't mean they don't care and are not doing what they can. A crack ho looking for a fix won't help the child much. A non-existent daddy is no help.Poverty could be quite the motivator for some, no matter the home life. The assumption is rich people are more educated and the child is brought up in a more nurturing environment. No crime, violence etc.

MLC, may not be a fair assumption on his brain power. YPD was taking up to 400 apps, but only got maybe a couple hundred this last time, don't know last year. Anyway, 21 out of 200 with percentage points making the difference, and 15 pts for where you live, no brain power in that, put how many in front of him? 62nd, not so much maybe.But you are right about moving in for the point bonus, but it's ironic that boat load of current YPD moved out when the residency rule changed.Besides all that, I thought you are eligible to be hired IF you passed the test, not just on where you placed.

Were PARENTS not singled out because they were supposed to be in one of the other groups? There is your problem. Maybe I should have omitted the 's'. Maybe that's the problem.This guy is Supt and parents don't enter his equation? But charter schools do so they can siphon more money into the pockets of some cronies? It's other districts open enrollment that let any decent kid that wants to learn out of YCS. They are not coming back and you sure won't get many from South Range to come in.

I don't know if the 15 pt bonus is to get potential officers to move to the city, ( not likely, the bonus is for having been there a year) or to entice the locals, (wink wink), to take the exam and be able to score high enough to be hired. Which ever, it's a flawed policy, it does neither.
