First, Youngstown needs to figure out what it wants to do. THEN it can plan.
Why pay a planning firm when they can utilize the Urban planning and studies dept at YSU. I think it would be a win win for the city and the students.
Now that Austintown and Boardman are becoming the new Suburban Ghettos, maybe Youngstown should take the opportunity to lower taxes, tear down the blight and plan to build gated communities to lure the middle income citizens back to the city. Now that's a plan!
