The question should be two part...Should the municipality be fined by it's citizens for not maintaining safe driving conditions by 1) not plowing the roadways, and 2) allowing the creation of potholes?
I can't say. The roads here in Honolulu are just fine. However, if I were living back there, I would make it the responsibility of the homeowner to at least clear a narrow path for the letter carrier. It's all about having a little bit of the aloha spirit.
Let's see - and HOW many elderly people have they found DEAD in the snow from shoveling their driveways? Yea, fine them. They should be out there shoveling. Some people are clueless - this snow is excessive. Comply or DIE. Please.....show some common sense.
I don't have a sidewalk. If I did, I would keep it clear.
However, I don't see how yet another fine is going to solve anything.
