Of course they shouldn't given the financial condition of the city and even if they do, they should at least make sure the employees have the required education. But, this is yet another example of the ridiculous wage and benefits that the public sector workers have.
Why not make a higher education a requirement for all management-level positions in City Hall, and then set the salary accordingly? There is no shortage of educated, competent, underemployed people in the Valley that are qualified for any job in City Hall, and who would be grateful for the benefits that a City career would provide. It is not an issue of continuing or discontinuing the education bonus, but of setting a new set of expectations for all public servants.
