Timothy's reasons for seeking office:

I am seeking to retain my position as a judge on the 11th District Court of Appeals. It is imperative to have judges at this level who have experience and competence litigating cases in Ohio courts. The vast majority of cases we review come directly from the trial courts in the district. In over a year, I have been able to get the docket current and keep it current. I believe strongly in keeping the cases moving through the system.

Timothy's qualifications:

For 27 years, I litigated a wide variety of cases at every court level in our jurisdiction. From 2005-2007, I served as the Chair of the Litigation Committee for the Lake County Bar Association. After a lengthy application and interview process, Governor Strickland determined me to be the most qualified candidate over a large field of other qualified candidates. The Lake County Bar Association gave me their highest "Highly Recommended" status in their bar association judicial poll. In addition, in 2008, the Supreme Court of Ohio has published three of my cases dealing with a variety of complex legal issues.

Where Timothy stands on the issues:

I believe the major issue is the background and experience for the position. I spent my entire career litigating Ohio cases in this district. I have written over 100 opinions, and ruled on over 300 cases. These are all a matter of record. My opponent claims 22 years of judicial experience, but this was as an administrative law judge for the social security administration. Our court does not hear any of those cases, and the social security administration hears virtually none of the type of case that we hear. I also feel that there could be continued improvement in the operational efficiency of the court by establishing quicker time lines for resolution of our pending cases.

Timothy's priorities if elected:

If elected, I plan to continue to work hard to decide cases without any undue delay. It is a goal of mine to implement electronic filing in our court and the local clerks offices. This would be similar to what exists now in the federal district court. This will do two things: first, it will create operational efficiency on a number of levels. Second, it will save a substantial amount in the area of travel expense (gas mileage), paper and material cost, and file storage expense.
