Damon Washington (left), of Youngstown, sits in his car beneath the B&O Railroad bridge on Marshall St. in front of its intersection with Oak Hill Ave as another motorist passes him by braving the flooding water that left his car unable to start. After a passerby unsuccessfully tried to help jump the waterlogged car, Washington was able to reach family and friends on a cell phone and they were able to come and tow the car away where it could dry out.
