“The Sinner” (10 p.m., USA): Jessica Biel, who once starred in “7th Heaven,” embraces hell in this unnerving eight-part miniseries. She plays a shy young mother who, when overcome by a sudden fit of rage, commits a startling act of violence and - to her horror – has no idea why. Her inexplicable behavior launches an offbeat crime thriller in which the central mystery isn’t who, or how, but why. Bill Pullman plays a police detective who tries to make sense of her actions.

“The Lowe Files” (10 p.m., A&E): Rob Lowe has yet another TV gig – and this time he’s bringing along some family members. In the unscripted series, “The Lowe Files,” he and his two sons, Matthew and John Owen, travel across the country to explore infamous unsolved mysteries.
