“Lucifer” (9 p.m., Fox): “Lucifer” is a fun and offbeat new drama about a very bored Lord of Hell (Tom Ellis). He has retired to Los Angeles, where he teams up with an LAPD homicide detective (Lauren German) to help punish criminals.
