North Phelps, Lincoln closing Monday for utility work

YOUNGSTOWN

The city of Youngstown will be closing North Phelps Street between Federal and Commerce streets beginning Monday for two days for underground utility work.

In addition, beginning Monday Lincoln Avenue between Wick Avenue and Hazel Street will be closed for installation of a sanitary sewer for three weeks.

I can't recall seeing these closures advertized previously . Also , why does it seem that both traffic lanes are always closed ? There needs to be more recognition of the needs of business & commerce in the City when utility works take place .
