Public school districts in Ohio have three basic options for open enrollment: Offer open enroll- ment to students statewide; offer open enrollment to students in adjacent districts; or remain closed.

School districts can limit open enrollment based on class sizes.

Open enrollment districts can deny students seeking to enroll if that student has a history of discipline problems, such as expulsion.
