YOUNGSTOWN
Police have made two arrests in connection with the city’s most recent homicide.
Larry Blue has been charged with aggravated murder and Kadijah Payden-Biggs has been charged with complicity to aggravated robbery. No ages were released. Both will appear today in Youngstown Municipal Court for video arraignments.
It was early Friday afternoon when 53-year-old David Stokes was shot and killed in the Rockford Village housing development on the city’s East Side. Another man, Matthew Sharp, also of Columbiana County, was wounded but not killed.
Police went to work investigating the murder immediately, reviewing surveillance footage from areas where the shooters were thought to have been.

A Youngstown man with a violent past was arrested for the city’s first murder of the year.
Larry Blue, 32, formerly of Parmalee Avenue, was charged with aggravated murder and felonious assault after he was arrested Saturday by the Northern Ohio Violent Fugitive Task Force Saturday at a Tyrell Avenue apartment.
A woman, Khadijah Nicole Payden Briggs, 19, of Maplewood Court, was charged with complicity to aggravated robbery.
Blue was ordered held in the Mahoning County Jail on $1.25 million bond and Briggs on $150,000 bond.
Prosecutors on Monday said Briggs orchestrated a drug deal between Stokes and Blue.
Blue, according to court records, was sentenced to two years in prison for complicity to felonious assault and two more years in 2007 for attempted felonious assault, having weapons as a felon and improperly handling a gun in a vehicle.

Guess Blue will be celebrating Black History Month in the county jail.
A while back a guy from Jamestown PA was killed during a Youngstown drug deal. In their quest for drugs getting killed doesn't matter. After the fact you can't change your mind.
I look for a plea deal and Larry Blue to be back out after a short stint of R&R in prison. Kadijah Payden-Biggs will get a slap on the wrist for testifying against Larry Blue.
