BREAKING NEWS: Youngstown Police Officer Phil Chance Jr. resigns

YOUNGSTOWN — A city police officer who had been on paid administrative leave pending the outcome of a corruption investigation has resigned from the Youngstown Police Department.

Police Chief Rod Foley announced today that Phil Chance Jr. resigned from the department instead of facing termination and possible criminal prosecution.

The Youngstown Police Department’s Internal Affairs Division in conjunction with the Federal Bureau of Investigation initiated a public-corruption probe involving Chance after the police department received citizen complaints of possible officer misconduct.

Chance was found to have misappropriated property while on duty on Sept. 6. A search warrant was executed Sept. 7, where investigators found the item in question in Chance’s personal vehicle.

Chance had previously signed an agreement with the department after a series of internal affairs investigations. The agreement said he would be fired for any additional serious violations of department policies.

Chance will also be forced to relinquish his Ohio Peace Officer Training Certificate, which will prohibit him from ever being a police officer again in Ohio.

I think that was the best decision under the circumstances...now he will be free to go elsewhere into another state and apply for a Peace Officer Training Certificate.

You have to attend that states academy, you don't just APPLY for the certificate. He'll have an impossible time getting hired, Police Departments are know to conduct background checks, stick a fork in him, HE'S DONE.
