Police arrest under investigation
PHILADELPHIA (AP) — Philadelphia police say they are investigating the conduct of officers in a north Philadelphia arrest that was caught on videotape.
Television stations on Tuesday night aired cellphone video showing four 15th District officers struggling to restrain a man after a traffic stop Monday in the Frankford section of the city
One officer is shown with a foot on the driver’s head and another can be seen striking him a number of times with a baton.
The suspect’s relatives have protested, and police commissioner Charles Ramsey said internal affairs detectives are investigating.
Ramsey told reporters that the suspect “was definitely resisting arrest” and officers are allowed to use force in taking people into custody — but “how much is too much is what we have to determine.”

My guess is he was no model citizen.
Dont resist and he would have never got roughed up. An officer should be able to use more force then needed to prevent a long struggle where the officer can get hurt.
Do you think having a badge makes you above the law? The arresting officers should be charged with aggravated assault and excessive force. The guy who was arrested should have his hospital bills paid for by the city but no other compensation.
The bottom line is the dude resisted arrest and the police had to do what is necessary to arrest the guy and at the same time insure their own safety. If people want to be stupid and disobey a direct order by a police officer then thier bad, they deserve what happens. This society needs to punish criminal behavior more severely instead of coddling criminals. This only leads to repeat problems.
IMO, it depends on how many officers were there, as to whether this treatment was warranted or not.
