Owners of vacant properties must pay fee
Youngstown is requiring owners of vacant properties to pay an annual registration fee, though the $100 charge will be waived this year if the owner follows certain provisions.
The city’s rental/vacant property registration office is sending letters Friday to the owners of 2,200 empty structures requiring the registration, said Maureen O’Neil, the neighborhood improvement coordinator.

GOOD! Now let's see how many pay it, and how many they'll have to take to court.
Good for the city and the administration for taking charge and making some real changes. If there is no complaisance after a certain amount of time, does the city have the right to demoliish the structure? I know I would be happy to pay more taxes until this problem is under control.
