A homeless man charged with felony cruelty to animals in the killing of two puppies in late January will have a mental evaluation to determine his competency before going forward with any additional court hearings.
William Bednar, 55, appeared Friday before Judge Elizabeth Kobly of Youngstown Municipal Court for arraignment on the two felony cruelty charges and two misdemeanor drug paraphernalia charges. Judge Kobly set bond at $25,000 on each of the felony charges and $5,000 on each of the misdemeanor charges, then ordered the mental evaluation before any more court hearings.
Bednar has two prior convictions for animal cruelty, one in 2000 and one earlier this year.

Oh, for heaven's sake!! Another pustule on the skin of society will get a vacation instead of a cellmate!! Of course he's nuts!! Normal people don't do to puppies what he did!! Never mind he has a demonstrable history of animal abuse. This guy needs to be put away for the next 50 years.
Put a big pole in Central Square,where these dregs of society can be tied up on display and be stoned. Think of the money that can be made. Parking lots would be full. Food vendors would make a bundle. Build it and they will come.

Should we do that with everyone that has mental illness or everyone that committs a crime.
Not sure how many people will be left.
Exploited by the system and then condemned to prison.
