Detectives are investigating an early-morning shooting on the city’s East Side that forced the victim to undergo surgery at St. Elizabeth Health Center.
Raymond Hayes, 18, of Boston Avenue, went first to Forum Health Northside Medical Center, where he was listed in stable condition, before being transported to St. Elizabeth.
When police responded at 12:41 a.m. Friday to a report of a possible gunshot victim in the 1400 block of Dogwood Lane, the victim already was gone from the shooting scene.
But police spoke to a witness who was walking west on Dogwood at Willow Court and who identified himself as Hayes’ cousin.
The witness said he was talking on his cell phone while walking toward Hayes when he heard three or four gunshots coming from Hayes’ location about a block to the west.
Hayes ran northeast toward Rosewood Lane, and the shooter ran southeast toward Victor Avenue, the witness told police.
The witness said he ran when he heard the shots and didn’t get a good look at the shooter.
The shooter is described in the police report only as a short-haired, light-skinned black man, about 18 years old and wearing red shorts.
Police said they recovered three spent .380 shell casings on Dogwood Lane about 20 feet east of Willow Court.
Police went to Northside and then St. Elizabeth, but they were unable to speak to Hayes early Friday at St. Elizabeth because he was in surgery.
The police report referred to possible internal injuries, but it did not say where on his body Hayes was hit with gunfire, and it did not specify a possible motive for the shooting.
Citing a federal health-care privacy law, a St. Elizabeth spokeswoman declined to provide Hayes’ condition.

Black gangstas alive and well in Y-town despite VGRIP!
Ah the intolerance of society toward the subculture . Ya'all just don't understand but it's all good in The Hood . After the hospital patches Raymond Hayes up with your tax money he will be back contributing to the growth in the subculture and will have forgiven the shooter .
Censoredship:
You have a warped sense of reality with all of that rambling. Another young man is shot and all you can do is ramble. You are a contributor to the problems in Youngstown.
Clearly those are lyrics to a gangsta rap tune. Stick around if you want to see some real rambling. I suspect the usual suspect to show at any moment.
Censoredship:
Please give us a reference for your piece.
Did you write it?
Who did?
Is it from a play that has other parts?
Censoreship posted up lyrics to a rap song he posted 2 of the rappers [Juvenile] and [Chorus2x B.G.]
But on topic this nonsense needs to stop.
@Stan...while I agree with most of your post, I must disagree with one part. You stated "after the hospital patches up Raymond Hayes with your tax dollars"...by our tax dollars I am assuming you are referring to Medicaid...if young Mr. Hayes is a Welfare/Medicaid recipient then yes, you would be correct, it would be our tax dollars however, the fact that Mr. Hayes went to Forum initially and was then transferred to St. Elizabeths tells me that Mr. Hayes couldn't even be to bothered to go down to Welfare office on this 18th birthday and sign up for Medicaid but instead has NO medical insurance (which would be one reason Forum would have transferred him to St. E's since Forum is a FOR PROFIT hospital and St. E's is a NON-PROFIT hospital) therefore it will be St. E's who will actually be paying Mr. Hayes bill.
Hopefully our community realizes just how lucky we are to have this hospital and its staff serving this community. Just food for thought.
"southsidedave" how is censoredship a contributor to Youngstowns problems?
You call it rambling but thats lyrics from a rap song that these young wanna be thugs listen to faithfully. There the ones that you should be talking down to.
Watch the video to the song, there sick lyrics, the clothes they wear, etc...

justonevoice- I believe North Side Medical Center is also a non-profit hospital- he was probably transferred because St. E's is more appropriate for more serious level traumas than North Side.
Also, if he is 18, he wouldn't be eligible for Medicaid, unless he has custody of children or is disabled. Therefore, St. E's is only "paying" for the bill by charging those with insurance higher rates, etc., but in the end, the actual taxpayers are ultimately the ones paying for it.
@anotherpoint - thanks for clearing that up for me. I assumed since St. E's provide's approximately 95% of the charity care to the valley that Forum was a for profit facility. But since you clarified that Forum is also a non-profit facility, it makes me wonder why St. E's has to provide the majority of charity care in the community.
