Official: Massage parlors aren’t sex businesses

Advertisements in out-of-town newspapers and items on the Internet may portray Warren as a place where sex can be purchased at massage parlors, but the city must treat them as legitimate businesses unless they are proved otherwise, the city’s safety- service director says.

“It’s not good for the image of the city,” Doug Franklin said of the ads. “We need to examine these businesses and make sure they’re following the laws.”

But Franklin said massage parlors are not sexually oriented businesses, despite their reputation, so legislation on such businesses is not the answer to that problem.

If they are breaking the law, the police department will have to root it out, Franklin said. The department has conducted undercover operations in the past, he added.

Franklin said the discussion Monday by city council’s health and welfare committee was designed mainly to address businesses such as those selling adult magazines and providing peep shows.

The committee’s chairman, Vince Flask, said he’d like the city to examine the possibility of establishing limits on where sexually oriented businesses can exist.

He asked Jim Ries of the city’s law department whether sexually oriented businesses can be restricted from certain roads.

Ries said the city cannot write regulations that deny sexually oriented businesses entirely, but a restriction can be written if it will improve residents’ health and welfare.

Ries and Bob Pinti, Warren’s deputy health commissioner, said Warren’s eight massage parlors are licensed, as are the people who work in them, and each building receives a couple of unannounced inspections each year to check to see that their practices are healthful.

Each employee providing massages has a background check and is checked for any communicable diseases, Pinti added.

Councilman Eddie Colbert, D-7th, from the city’s west side, noted that five of the eight massage parlors are in his ward, and some are right across the street from each other.

Franklin noted that despite the number of massage parlors in the city, the police department receives few complaints about them.

So it's official . This should now give them the green light to spread their growth to downtown Youngstown . This would give the dowtown a "liberal" dose of growth .

Which first of all with myself as an Independent I sincerely thank you for continuously defining our vast differences in recognition,..

See those with your mindset of pandering a party line only insolently blares your insignificant ignorance. Which goes right along with your proceeding to hail infringing thoughts of " Mass ban them for the mere possibility ".

Totally regardless to giving any credence or responsible or even remotely respect. For any individual character, qualifications or what service they provide as masseuses.

Where in retrospect it's those like you whom are more proportionately the very ones, that so disingenuously get caught in soliciting for sex type strings. There's a long list of those like you that precedes your slanted accord.

See to contend or prose such a " Ban em all " banter. Its perfectly clear. That you must have lack respect for a very valuable and effective manner of medical maintenance called physical therapists which masseuses are derivatives of.

As well as your making it unquestionably evident you have no knowledge nor respect for neither kinesiology, neurophysiology, chiropractic manner nor their merits in medical mending or methodology of targeting and administering modalities.

Granted like in all services there are some masseuses that breech the letter of law. In such a case of extending their contact beyond loosening someones lats, abs, shoulders, feet, ankles, knees, hamstrings, cervical collar or lower back.

But for you to allege all masseuses are " undercover prostitutes " and need to so pig headily have a presumptive ban imposed on all masseuses or even infer they all go beyond the line is detestable.

The fact is just like we all have vehicles doesn't mean nor make any case that we all steal them. All with functional fingers can opt to shake hands or steal and even curl them to form fists too. But that doesn't mean we're all neither prone nor inclined to beating others down.

But by your twisted logic if someone has a vehicle and functional fingers attached to their hands. Republicans should lock them all up for the propensity of them using vehicles to transport themselves to pummel others,.. you're preposterous.

See you're way off the mark and you're the absolute lack of sense or cognitive thought process. That has the very Republican brand and name you bear so ridiculous and repulsive,..

An undercover investigation very well maybe in order to check the legitimacy of those parlors out.

Which like all services and professions it's not out of the question not all are going to be found just.

But with respect for upholding the values of " Innocent until proven guilty " they'll no find some going beyond the scope of legal contact.

Thus those are the ones that should be nabbed. Not all whom provide massages for merely practicing in the same field.

So it's to be respected that a cleanup sweep won't net any mass activity of improprieties because not all go beyond the pale in comparison.

The only therapeutic value that most if not all of these rub parlors in Warren may have is in their relieving testicular pressure .

I fat fingered that " They'll not find " in written perspective there Stan.

In between answering the phones and checking fax's and rendering comment things like that happen,.. LOL !!!

Although again it's a given the area is crime riddled and parlors have gotten a suspect identity.

However, I agree with the ruling because we can't just go around casting guilt on sheer assumption.

Personally I'd never solicit, allow nor suggest anyone look for any sexual service outside of someone they know and it's legal and consensual.

As I see it to pay for sexual contact is a self acceptance that they're paying because otherwise they themselves feel they lack a more genuine appeal, approach, accord and or aplomb.

Those pandering to pay or receive financial payment for sexual interaction are pretty twisted low esteemed individuals.

Where to me those providing a legit massage for monetary compensation aren't in that twisted category.
