Isn't Girard still violating ORC? I understand the city is required to read water meters every three months at a minimum and the safety director is to keep accurate records of the proceedings and collections in that department. Residents are telling me they still can't get their bills straightened out. Is the safety director still arbitrarily determining what people should pay for their water after their meters haven't been read for a year? Are they still overcharging "to get your attention?" Can you say "incompetent"?
