YOUNGSTOWN — A 20-year-old man convicted of trying to use a rock to rob a person he referred to as “the retard” will spend the next three years in prison.
Edmund J. Tapscott, 20, of Clyde Street, appeared today before Judge R. Scott Krichbaum of Mahoning County Common Pleas Court for sentencing on felony robbery charges. He was sentenced to three years in prison followed by three years’ probation.
Tapscott could have been sentenced to a maximum of eight years behind bars.

Why not the max?
He got a break for using a rock. Just starting out Edmund J. Tapscott couldn't afford a gun. Perhaps he can save eonough money while in prison to buy a gun when he gets out. He should be out in six months or less on shock probation .

I say ole " Rocky " should have gotten the full meal deal. The straight 8 with no chaser and given ample / the max time allowed by law to be allowed to express his remorse to his cell mate,..
Clearly citing the victim as a " Retard " he had no remorse if the victim was of debilitated mentality or understanding or not,.. shows his lack of any compassion.
There's a great many that better thank god I'm not seated as a judge or magistrate. Because guy's like ole " Rocko " wouldn't see the light of day prior to max time allowed,.. and allow his buddies to take precautionary note of how I'd handle their business.
