City council repealed a controversial ordinance that banned gun sales in the city.
The ordinance, which passed Jan. 6, was the reason behind a rally Saturday in Roosevelt Park.
Young Americans for Liberty’s Youngstown State University chapter sponsored the rally, which also drew members of Ohioans for Concealed Carry.
Even before the rally, council had plans to repeal the ordinance.
City Law Director Mark Kolmacic told council in March that Ohioans for Concealed Carry planned a lawsuit over it. Kolmacic said the ordinance was contrary to state law.
Council was in the process of amending the ordinance to allow private sales by residents — but not retail sales — when it got the word about the pending suit. It tabled the amendment.
Members said at a caucus meeting April 14 that the ordinance would be repealed.
The gun-rights group’s lawsuit was filed the next day.
The ordinance was an attempt to keep gun shops from opening in the city.
It was approved after a Hubbard man tried to open a gun-repair shop on Robinson Road last fall.
Police objected to the shop, saying it would stress their understaffed department.
Council denied a zone change request that would have allowed it.
Council members have said they plan to revisit the issue of gun sales in the city with legislation that restricts them through zoning.

Really? City Council was in the process of amending their ordinance already? Pardon me if I'm skeptical, but that sounds a whole lot like the gang-banger's obit that reads "he was just starting to turn his life around." Sure. A responsible council would do their homework first, instead of letting emotions and personal agendas dictate the wording of the ordinance. Personal agendas? Why else would the council place a city-wide ban on something that they now say zoning can handle?
This legislation was sponsored by the chief of police. I believe council was approving this because the chief sponsored it.
You would think the chief of police would have known this legislation was against state law. But again its Campbell
The city just can't stay out of the news. Is research done before legislation is passed?? It doesn't appear that way. This city will not improve as long as city council and the mayor continue to fight over every issue that is brought up. I have said it before, the people deserve better.
The mayor and council dont fight over every issue. This issue council had told the mayor and chief they believed it was in violation of the ORC but apparently the chief and the mayor didn't care, People who say council fights him on everything need to do their research as well, to the best of my knowledge I believe the only thing they are fighting him on is finance director. He got his raise for Jackson, he got his secretary pay scale raised , he got his fireman. What else are they fighting with him on?
The mayor's secretary is the chief of police's wife.
If guns are outlawed, only the outlaws, law enforcement and government will have guns...but I repeat myself.
Does anyone remember this?

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
That seems simple enough to me.
Everybody in Campbell already has guns anyway so what's the point?
Lets do something constructive like taxing all drug sales in Campbell . This would cause a greater furor than banning gun sales .

-What you're both failing to realize is that ALL legislation is passed through the Law Director Mark Kolmacic's door prior to hitting the floor for passage so that all WORDING is correct and LEGAL. So, while the chief, mayor or whoever my have had the idea "hey we dont want guns in a p.o.s. garage shop right next to our projects" its up to the law director to find the LEGAL way and LEGAL wording of the legislature. Isn't that why they pay to have a law director?

-I couldn't agree more. But where in the second amendment does it say "sell" guns?This is not, was not and in no way an ordinance to ban all guns in the city. I'm pro gun, pro ccw, pro people having weapons in their households for self protection but I have to agree that I wouldnt want a make shift gun shop, manufacture, repairshop or anything gun related in a garage right next to the projects.
LOL - good point. Kolmacic does have to, at some point, read and approve the wording of everything. As to the legality of it, I'll give you that he SHOULD make sure their ordinances are legal, but this recent fiasco shows that's not true. I hope he figures it out by the time they're ready to go with their zoning.
Now, let's not jump to conclusions regarding the building where this Hubbard man wanted to put his repair shop. Does anybody really believe he's just going to move into a garage, and with no modifications to the structure, no security systems, no nothing, he's going to be open for business? Just roll the door down at the end of the day, and all's secure? I find that a little hard to believe. Isn't is reasonable to expect the man to want to protect his equipment and tools - never mind the customers' guns that he's responsible for while they're in his possession?
NoBs, I assure you it was in a garage. The only security would've been a security system and a gun safe but nonetheless it was in a garage.
