YOUNGSTOWN — A judge has approved the creation of a regional water supply and storm water management district for Austintown, Boardman and Canfield townships.
Judge James C. Evans of Mahoning County Common Pleas Court approved creation of the district at a hearing today.
The judge ruled after he asked twice whether anyone in the audience objected to creation of the district, and nobody objected.
“This proposed district is necessary, and it, and the plan for the operation of the district, is conducive to the public health, safety, convenience and welfare,” Judge Evans said.
Iris Torres Guglucello, Youngstown city law director, and Dan Pribich, deputy city law director, sat silently in the back row of the courtroom; and Guglucello declined to comment after the hearing.

We'll see what this generates... The proposal was somewhat vague when presented to the public.

We can all thank Mayor Jay's flawed income tax for suburban water proposal scheme for this. Y-town played the water card one time too many and lost this big time. Can't wait to see what Mayor Jay's next move will be.
Will the new water district continue to use the youngstown water lines and infrastructure? One would think that the options for the burbs are to lease them, purchase them from the city, or completely install a new system on their own dime.
As far as I have heard, there never was a ruling on who actually owns the lines. One would assume that Youngstown Water does since they maintain them. However, I know there are some that argue that it was never declared when the lines were installed so the county may actually own them. If that's the case then the townships would simply lease or buy them at fair market value from the county and sever ties with Ytown water. Aqua would then tie in and be the provider.
Lets see how mayor jay likes scare tactics when the burbs threaten to switch to Aqua if the surcharges aren't taken off. Remember, he started the failed extortioning money grab attempt.
