YOUNGSTOWN — Police arrested a 17-year-old in the assault and carjacking of a woman, after wresting a loaded handgun from him.
Officers spotted the woman’s stolen four-door Saturn traveling in the Ravenwood Avenue and Southern Boulevard area with two male teens inside. When officers attempted to stop the car, both teens jumped out and ran.
Officers caught up to one of the boys on East Avondale. The boy had his hand in his pants, and when officers grabbed him, they discovered he was trying to pull out a gun.
Officers’ repeated orders to let go of the gun were met with obscenities from the teen, who refused to take his hand off the weapon. One officer, while wrestling with the boy over the gun, struck him several times with a forearm, causing a cut above the boy’s eye.
Other officers arrived to help subdue the boy. Officers eventually were able to wrest the gun away and place him in handcuffs after striking him in the shoulder to force the boy to release his hold.
He is being held in the Mahoning County Juvenile Justice Center on felony charges of receiving stolen property, resisting arrest and carrying a concealed weapon.
The car in which the teen was riding was taken from the 70-year-old Ravenwood Avenue woman Wednesday.
The woman was pistol-whipped by one of two young male robbers and would-be kidnappers who confronted her as she arrived home from work at 11:45 p.m.
As she got out of her car in her driveway, one of the men hit her on the head with a handgun and dragged her out of her car, she told police.
Both men asked her for her bank PIN, and she told them she didn’t have one. The robbers demanded that she open her trunk, then used her key to open it themselves and tried to force her into the trunk, the woman told police.
The woman screamed, and a neighbor left a nearby residence, startling the robbers, who flung her against the side of her house before fleeing in the her car, taking her keys and pager.
As they backed out of her driveway, the robbers tried to hit the woman with her car, she told police.
“Have a nice day,” a robber yelled from the car, according to the victim and her neighbor.
The victim was treated for bleeding from her lip and a large knot on her forehead.

You put your lives on the line with regularity and when a case like this comes up, your training still kicks in and this punk gets another chance to change his life and hopefully pay some well deserved consequenses.

Armed robbery, felonious assult, attempted kidnapping of an elderly woman, fleeing and eluding, resisting arrest and failure to comply all seem to indicate that he should be treated and tried as an adult. Put him in county lock-up with the big boys.
This was not spraying grafitti or shoplifting a candybar. He likes to beat up old women, carry a gun and ignore police. If that makes him such a "BIG MAN", then treat him as such.

Lifes2Short, FYI I grew up on the south side of Y-town it does happen in Calif where I now reside but nobody out here is as ghetto as some of the one's that make negative remarks about people that you don't even know. We have real laws not jokes for laws or paying off the police to slide by.
I really would like to see Y-town cleaned up but it will never happen while you have fake laws around. You see out here your third felony your ass gets 25 to life Y-town try to match that and the city would probably be a ghost town.
Our police responds unlike Y-town police they will come if they feel like it or they might even be out there committing crime themselves as I recall there was a lot of crocked cops when I was residing there.

The person that said this women was the mother of a ypd cop is right. A sargeant to be exact. My husband is one of the cops listed in the news article about this incident. The mother of this boy wants to sue my husband, the other officer, and the city for excessive force on a minor. Yet in the article she justifys why her seventeen year old son is carrying a fire arm. She claims he did not know the car was stolen. Please, he would not have got out and ran if he did not know what was going on. When some one is running from the police and getting ready to pull a gun on them i say great job for useing excessive force. The mother may not care what happens to her son ,but my kids and i would like to have my husband home safely after a hard nights work. I am very anxious to see what the judge does to this boy. What has this town come to. We have mothers shooting 10 year old girls and getting out on bonds. There should have been no bond on that. Crime in Youngstown, yes Stan it's running rampart, but like I said it's everywhere, from Maine to California, read the papers and news, and as far as Mayor Jay, he has nothing to do with the legal system, and the judges are in a bind because of overcrowding in the system, and again, all over the country there is overcrowding, not just Y-town, thus the probation. Instead of always putting down Y-town, like copswife said, why not take back Y-town and DO SOMETHING instead of sitting back and typing all day on your computer. What have you done to make Y-town a better place? Type negative things all the time? Is'nt going to change nothing. Just wish we could have the pride back from being from Youngstown. All I have seen from the mayor has been the condemning of a grocer over the killing in a lot next to his store which the grocer had no control over . I have had reason to be in contact with the Youngstown culture. I know these facts from personal experience with the culture. When they are forced to fill out applications for employment they are not employable due to past drug charges. Most are not drug free and couldn't pass a drug test.

A Nov. 1994 report prepared by the Department of Health and Human Services (HHS) finds that a system to aid drug addicts and alcoholics to receive substance abuse treatment is seriously flawed (Department of Health and Human Services, Office of Inspector General, "SSI Payments to Drug Addicts and Alcoholics: Continued Dependence, Nov. 1994, OEI-09-94-00071).
The study looked at the 20,101 drug addicts and alcoholics (DA&As) receiving Supplemental Security Income (SSI) in June 1990 and matched social security numbers with database entries in Feb. 1994. For those 1990 entries without a corresponding record in 1994, SSI records were investigated to find the status of the 1990 recipients.
70 percent of those receiving payments in June 1990 were still receiving payments in Feb. 1994 due to alcoholism or drug addiction. Only one percent left the system because of medical or financial improvement. The most common reason for people to leave the SSI system was death. Over one half of those who left the system between June 1990 and Feb. 1994 did so because they died. Of the DA&As still receiving SSI funds in Feb. 1994, those people had been receiving funds an average of 7.4 years.

And what are you talking about being in contact "with the Youngstown culture?" Drug addictions are everywhere. It is not just a Youngstown problem. I have lived many different places, and the problems have been everywhere. I agree with you on the need for jobs for unskilled labor. However, in the case of the two criminals in this article, I don't think access to a job would have changed anything. Even the drugs addicts I know wouldn't assault an old lady. Some people don't want to be helped. These criminals need tossed in jail for a long time.

Noone ever said crime is no big deal? Crime is a huge deal, and a very major problem, and it's getting worse and worse with the economy the way it is, but like I said, what are YOU doing about it? There are some things that the normal person can do, but noone is doing it or wants to get involved, here and all over the United States. Report suspious activites (my co-worker just brought down a crack house by reporting it), report punks hanging around in groups, start a neighborhood watch, etc. Be a productive citizen, not a "I hate everything" person. SSI recipients were simply reclassified by their social worker to continue with their benefits . Years of drug use solidified their claim on benefits from the system by deteriorating their health . Psychological imbalance was at the root of their addiction and years of drug use only reinforced the problem . Addicts continue to get SSI and they continue stealing to supplement that income .

To be considered disabled a person must have an impairment, either medical, psychological, or psychiatric in nature.
They must have a severe impairment that has lasted, or will last, twelve months.
The condition must be severe enough to significantly affect the ability to work.

I'm a recovering alcoholic and bi-polar, I'm 246 days being sober. I've been drinking since I was 14, and I'm 45 now. I have a college degree, excellent work history and 3 children. I was living decent. But the alcoholic beat me, I lost 2 marriages, my great jobs, etc. I just got out of prison (North Coast Correctional) in March. I got out early because I had chest pains and was sent to the hospital and had 2 stents put in my heart and my heart was 90% clogged, from my drinking and eating habits. I paid the price which I deserved and Thank God everyday that I'm alive and sober. I attend AA meetings now and when I was in prison, and from everyone that I meet, noone claims SS benefits or tries to. The research your giving is beyond comprehension, your looking in the old archives and looking at isolated cases. Noone I know has every claimed SS from having a addiction, and what has that have to do with the topic at hand? Show the % of people on disability that have a addiction? Recent %, not over 10 years ago.

Being sheltered in prison has done you a lot of good as it helped you break the cycle of addiction . It has also not allowed you to see life on the outside . I have met addicts in person and had information on their sources of income . Legal and illegal .
It is good to hear that you are recovering . If you haven't already I suggest that you get a job and leave your past behind you . This includes friends who are still addicts . Since you now desire to be mainstream it bears responsibilities . Job retention is the main one .

So, after the reformed legislation, they are now simply getting SSI due to mental illness instead of drug addiction. But sorry Stan, I have a response to that, too. Basically, the person has to be disabled even if there was no addiction. Thus, if a person does have an addiction they can still receive SSI, but they are not receiving SSI because of the addiction. The person would receive SSI even if the person DID NOT have an addiction. And being classified as disabled involves more than just the person being "simply reclassified by their social worker to continue with their benefits." It involves doctor's examinations and other procedures.
So Stan, is what you are saying is no person with a mental illness should be eligible to receive SSI? I'm not saying that I agree, but at least if you came out and said that it would be better than you twisting facts to somehow make a claim that the SSA is still giving benefits to addicts, despite Congressional legislation and abundant evidence to the contrary.

Stan, I know many people who are addicted to drugs and maintain full-time employment. And if unemployed, these people are NOT wards of the state. Many times they resort to living on the street, committing crimes, and prostitution. Unless, of course, you consider "wards of the state" as being in jail. But these people DO NOT qualify for SSI benefits based just on substance abuse issues.
The terms of employment in many positions requires drug testing. An addict maintaining full time employment for years is as rare as reptile fur. In short order the system processes them and they are either put on probation or incarcerated. If they follow the rules and apply for benefits at the welfare office their careers will not be infringed upon by employment.
When I got out of prison, I applied for benefits at Welfare and I'm still waiting (4 months). I recently been blessed with a job so I'm not pursuing it, but I had a really hard time applying for benefits. I can't see someone who''s a addict getting it so easily. The majority of addicts don't want to give out personal information on themselves so getting benefits would be useless. It's the majority of crack head mothers that have 5-8 children from 5-8 fathers, who have the addiction and benefits that are abusing the system. The others go out and rob and steal instead of going for benefits, thus the crime everywhere.
