YOUNGSTOWN — The judge who closed a lower Belmont Avenue bar and declared it a public nuisance has ordered it to remain boarded up and padlocked in the near future.
Judge John M. Durkin canceled a hearing that had been scheduled for today on the city’s request for a preliminary injunction against The Cell, a bar at 221 Belmont Ave. that operated in the shadows of the Mahoning County jail.
Based on underage drinking complaints, the city had the bar boarded up and padlocked Jan. 8 after it requested and received a temporary restraining order from Judge Durkin.
Noting that the city and bar owner Jason Moore “have engaged in discussions that may lead to the resolution of this action while still furthering public policy,” the judge stayed all proceedings and held the case in abeyance for up to 30 days.

I applaud Judge Durkin and the City of Youngstown for stepping up and enforcing the law. The Cell was a slap in the face to the city because they let anything go inside their walls and had no respect for authority. Who names a bar "The Cell"? Who even opens a bar near a jail?!
Anyways, they are clearly guilty. Their fans can say otherwise, but all of the calls and complaints, arrests and photograph evidence did themselves in.
If this place ever reopens, the youngstown judicial system is either a joke or someone is on the take. period.
I'm happy to hear this bar has been closed. I have been there a handful of times and I have grown to dislike this bar. The atmosphere is dark, with dim lighting and gangster rap music, who appeals to only a small amount of people in the area. If the Cell had actually refocused its efforts to appeal to a larger group of people, maybe by having specials or theme nights that don't follow the ordinary gangsters and hoe's theme, I think it would be more successful and adequate.
Another successful and adequate bar is not what Youngstown needs.
Sell to underagers, you should lose your liquor license on the spot for life.
Cater to a thuggish loser crowd, and expect there to be fighting and drug use, as well as drug sales in your establishment. (and yes, the last time I checked, marijuana is still illegal.)
Take this license, raze the bldg, and move on. That will keep the loser wanna be businessmen out of youngstown.
Continuing to allow the passing of liquor licenses from family member to family member will not eliminate this problem, Youngstown must get harder on these morons who take advantage of a terrible social disease by selling to underage kids who know no better and think it's cool.

What concerns me most is that the city is willing to let him sell the business or work something out so he doesn't lose his full investment. If he is able to sell, he's going to sell it to a family member or employee and nothing will change. Take a look at Jay-Jay's for example.
A Wendys would look good in that spot.
