Conglose: ‘I’ll pay city back if I’m not entitled to education bonuses”
YOUNGSTOWN — While Carmen S. Conglose still contends he’s entitled to about $3,000 in city education bonuses, he’ll pay it back in full should an investigation determine he shouldn’t have received the payments.
Conglose turned that amount of money over to one of his attorneys, Matthew Blair of Niles, according to a written statement today by the city’s former deputy director of public works.
Conglose wrote he “would work diligently with the city and the state auditor to determine if I truly qualified for this benefit...If not I will promptly repay the same to the city.”
The investigation could lead to criminal charges, city officials say.
Conglose received about $3,000 total in education bonuses between 1999 and 2007.
Conglose has insisted he has no knowledge of how a fake 1986 bachelor of science in applied science degree from Youngstown State University ended up in one of his city personnel files.
As for a 2003 sworn court deposition in which he testified that he had the degree, Conglose wrote that he’d “need to read what was transcribed and if I ever reviewed my answers at the deposition. I cannot remember.”
Conglose contends that his 1990 surveyor’s license was viewed by the state as equivalent to a four-year college degree; something disputed by the head of the state agency that gives the licenses.

Conglose having to fend off people trying to narc and rat Conglose out for no reason is probably why Conglose "can not remember." Leave it to Youngstown to try and make (and fail) a big deal, out of something that is not a big deal. David Skolnick and The Vindicator tell a story about an anonymous "rat-out" letter and a possible fake bachelor's degree on city file... The Vindicator telling this story should 1. Embarrass Williams. 2. Have no effect on Conglose. If Youngstown was stupid enough to pay Conglose an educational bonus and then Youngstown asks Carmen Conglose to repay his (Carmen Conglose's) educational bonus back?, then who is Mayor Williams (or anybody else in Youngstown) to say Youngstown is entitled to have Conglose repay the educational bonus check? The whole Conglose fake degree subject reeks of The Youngstown Vindicator, the city of Youngstown and Mayor Williams fabricating a lie to try and bury and defame a city employee or perhaps... I personally don't know a Carmen Conglose from Youngstown, Ohio so for all I know, The Vindicator could be fabricating a lie. (Conglose should not have to repay the city anything, squat, nothing, nada, niente, nilch, badda bing badda bang, zip, zero, zilch). Too many public officials acting hypocritical trying to ruin peoples good times when public officials are no different than the people they arrest for open container or non-violent resisting arrest or peeing in an alleyway. Too many double standards... It's like a college professor who gives me an A- grade in a class for no reason when I should have got an A grade in the class. Public officials sometimes should do a little better job of holding their tongues or not being such narcs and/or rats... careful what you wish for. Again, like Mr. Frasco said in seventh grade health class at Frank Ohl Middle School, "bias." And let me add one more to the mix, "racism". Youngstown, Skolnick, The Vindicator wants to come across to citizens as being cool, but let's just see how this subject plays out.

I mean... public officials get too many privileges, special privileges, it's o.k. for public officials to drive drunk or commit all acts of immorality but not the ordinary citizen. lol. Public officials get way too many... no, strike that... public officials get ALL the breaks while the disabled, the elderly, the people with traffic citations masked as misdemeanors, misdemeanors and/or felonies, even teenagers and other youth, get no breaks... in 2008 who is getting all the breaks? In no particular order, lawbreaking minorities and lawbreaking public officials.

This whole deal stunk from the start. The city biught out his pension for $65,000 and then rehires him. No wonder the youth get an education and leave. Then he complained that he had to go through an interview. I guess he felt it was OK that he was handed a job he chose to leave. (I recall we had an auditor get the same treatment after he scurried off to Florida.) The mayor has egg on his face too for not doing his due deligence. The degree thing was just a money play, not a requirement for the position.

I am wasting my time reading these Youngstown features, really to anybody who cares... since the Vindicator has articles, editorials... consider this next sentence to be my last comment on vindy.com. I only read the Vindicator to check the obituaries section (to see who died).
