The differences

Youngstown has proposed joint economic development districts (JEDDs) with Boardman and Austintown townships, and joint economic development zones (JEDZs) with Struthers and Campbell. Here’s the difference between the two.

Under the JEDD, Youngstown would impose a 2 percent income tax on current and future businesses in the townships to which Youngstown supplies water. The townships also could assess their own 0.25 percent income tax on those same businesses.

Boardman and Austintown trustees have said they oppose a JEDD.

The JEDZ would involve some 1,200 undeveloped acres along the Mahoning River known as the Mahoning River Corridor of Opportunity.

Youngstown’s JEDZ proposal calls for the three cities to evenly split a 2 percent income tax that would be imposed on only new businesses. The plan also calls for the use of Youngstown water in the JEDZ.

Campbell City Council passed legislation June 3 to cooperate with a Youngstown-financed $92,000 study to determine the economic potential of a JEDZ.

On Wednesday, Struthers City Council advanced to a second reading a resolution to cooperate with the Youngstown JEDZ feasibility study.
