GIRARD — City officials have decided a demotion to patrolman will be the punishment for Police Chief Frank Bigowsky.
“After reviewing the charges, the evidence against you, and your responses to each of the charges, please be advised that I have determined discipline to be appropriate. Please be advised that you are demoted to the rank of patrolman, effective the close of business on June 25, 2008,” read a letter from Safety Service Director Jerry Lambert.
Mayor James Melfi said Bigowsky has the right to appeal the city’s decision to the civil service commission within 10 days.
“He has the right to appeal the decision to the civil service commission and we would be there to defend our position to the commission,” said Melfi. “We feel very comfortable with the decision. Chief Bigowsky is a poor manager of that department and that is determined by the charges levied by the city. He is not a bad human being or a bad officer, just a poor manager.”

I am formally from Warren but I try to keep up with local news. I am also a former police officer. It is a shame that the police chief in Girard is having to put up with this kind of kangaroo politics that the mayor and some members of the city council are putting him through. The citizens of Girard should be outraged at this. From everything I have read the chief is acting in a community minded manner, teaching law enforcement and reaching out to the community. The City of Girard is not that big that he should have to report to the mayor everyday. As for the matter of the police cars I side with the chief again because he is looking out for the safety of his personnel. The town I worked in had a councilman that thought he was bigger than the town because he was the police commissioner. We ended up with "K" car that by other police departments were used as admin. cars. We had to use ours as a patrol car, needless to say we became the laughing stock of the police and civilian community. Shortly after we put this car on the road an incident happened in front of a bar with a bunch of disorderly subjects. I thought I had the situation under control until one of the disorderly subjects grabbed a hold of me. I immediately placed him and the rest of the disorderly subjects under arrest. I called for back up because I could only get Three subjects in the back of the car and nobody up front. Another officer who had just come on duty walked from the polce station and drove the car and I notified the state police that I was walking the other six subjects to the police department. The next day the news of that was all over the state of Delaware and needless to say that councilman was voted out and we went to Crown Vic which is still the only car with a full frame under it. I was the vehicle supervisor for our department and I understand about budgets and what you can afford to spend because I also did the minor work myself on the cars in order to save our town money, but when you have the mayor and council fighting over cars with the chief, you are jepordising the safety of the men and women that have to drive these cars. The charges that the mayor and council have brought against the chief and then demoting him to a patrolman is a slap in the face of what this man stands for in upholding the law. The other charges that were brought up against him is just a smoke screen for to cover up how the mayor and council are running ruffshodd over the police and the citizens of Girard. If lived there I think a recall for the mayor and some council people are in order. I did live in Girard for awhile before leaving for the service. If Chief Bigowsky decides to sue the city, where do they think they are going to get that money? Do you feel the hole burning in your pockets yet?
