YOUNGSTOWN — Louis A. Frangos, co-owner of the Stambaugh Building, agreed to a city plan to improve window frames so the windows removed from the historic downtown structure can be put back in place.

If the windows or frames are damaged and can’t be replaced, Frangos will either install Plexiglas or new glass windows.

Frangos originally wanted to put plastic around the frames or board up the windows with plywood and paint the wood. City officials had told him that proposal was unacceptable.

The city plan is just a temporary measure and something more permanent will be decided later, Frangos said.

City officials met for more than an hour today with Frangos and those who work for his companies, USA Parking Systems Inc. and the Frangos Group to discuss the Stambaugh Building at 44 E. Federal St.

City officials will inspect each of the 531 windows in the upper 12 floors of the 13-story building to determine which can be used. Employees of Frangos’ companies took out about 400 of the windows without a city permit or permission from the Youngstown Design Review Committee.

Brenda Williams, the city’s chief building official, said the window assessment will begin Monday. A cost estimate and time frame for making the temporary repairs should be done by the end of next week, she said.
