Conglose found guilty of improperly receiving bonus pay

YOUNGSTOWN — A judge found Carmen S. Conglose Jr., the city’s former deputy director of public works, guilty today of a first-degree misdemeanor.

The conviction is related to Conglose improperly receiving about $3,300 from the city in education bonus pay.

Conglose pleaded no contest to a charge of soliciting or receiving improper compensation, and visiting Judge William A. Kobelak found him guilty.

The judge sentenced Conglose to 90 days in the Mahoning County Jail and ordered him to pay a $250 fine. The judge suspended 80 of the days and gave Conglose the option of serving 10 days in jail or 30 days of house arrest. Conglose chose the latter.

As part of the conviction, Conglose cannot hold a public office for the next seven years.

Between 1999 and 2007, Conglose receiving annual education bonuses for having a bachelor’s degree. Conglose doesn’t have that degree.
