YOUNGSTOWN — City officials, including the mayor, meet at 2 p.m. today behind closed doors with developer Louis A. Frangos to discuss what will be done with the Stambaugh Building.

Frangos wants to board up the windows. The city flatly rejects that proposal.

I don't recall ever reading or hearing on the news, that Mr. Frangos just wants to board up the windows.....I'm pretty sure he said that was being done temporarily, for safety reasons.
