The suspect unplugged his house arrest monitor, an agency said.

YOUNGSTOWN — A bond hearing will be scheduled soon for murder suspect Reshaud Biggs, who was arrested without incident by Mahoning Valley Violent Crimes Task Force at a Boardman residence.
Biggs, who was under electronically monitored house arrest, was taken into custody at 5:10 p.m. Tuesday, according to booking records at the Mahoning County Jail, where Biggs is now lodged.
He was apprehended at the location of his house arrest just one hour after a member of the prosecutor’s office staff called the task force to notify it of the bench warrant that had been issued for him Monday.
On Friday, Judge James C. Evans of Mahoning County Common Pleas Court had revoked Biggs’ $100,000 bond at the prosecution’s request and ordered that the bench warrant be issued.
Martin P. Desmond, assistant county prosecutor, asked the judge to revoke Biggs’ bond because a monitoring agency reported Biggs had violated the terms of his house arrest by repeatedly unplugging his monitoring equipment for many hours at a time. Electronically monitored house arrest was a condition of his bond.
Biggs, 22, of East Florida Avenue, is accused in the Dec. 30, 2006, murder of Anthony Perez, 31, of Plazaview Court, who was fatally shot as he detailed a car on Clearmount Drive on the city’s South Side.
Biggs’ lawyer, Lou DeFabio, said Desmond called him Tuesday and told him Biggs needed to turn himself in.
DeFabio said Biggs told him he was prepared to turn himself in on Wednesday, and DeFabio said he had planned to accompany Biggs to court as he did so.
How is an accused murderer out on house arrest over a year and a half after the crime was committed? If an accused murderer isn't jailable who is?

what i dont get with most viewers is that you people got these young men guilty in the court of public opinion before they even make it to court..... Thats what is wrong with most court cases thats why these young men are getting the time their getting, behind public opinion... there is only one judge.....!And how many times do you have to put persons picture in a paper to make them look bad, what if you were in their place how would you feel? Innocent Til' Proven Guilty!!!!!! But instead viewer's got it the other way around...!!!!

I've read your post a few times now and am thoroughly confused. No one on this thread asserted that he was guilty, merely that he had been accused of the crime in court and got house arrest instead of incarceration. While I must agree that the fact that he hasn't stood trial nearly two years after the crime was committed is pretty ridiculous, innocence or guilt is not at issue with this article or thread.
Let me ask you, if your loved one were killed senselessly while detailing his/her car -- presumably in broad daylight -- how would you feel if the accused was on house arrest rather than in jail? Would you feel badly if the accused had his/her picture in the paper because they were suspected of killing your loved one?
Just take it easy, man.

BOND IS SOMETHING THAT IS SUPPOSE TO ENSURE SOMEBODY RETURNING TO COURT.
BY LAW IT IS NOT MEANT TO PUNISH THE DEFENDANT.
CHECK HIS CASE-HE PROBABLY POSTED A SIGNIFICANT CASH BOND ALONG WITH HOUSE ARREST BEING PLACED ON HIM AS WELL.
BEING CHARGED WITH AN OFFENSE DOES NOT MEAN YOU SHOULD BE INCARCERATED. IT MEANS YOU HAVE THE RIGHT TO STAND TRIAL AND BE FOUND GUILTY OR NOT GUILTY.

This guy is accused of MURDER..granted he has the right to be assumed innocent till proven otherwise, BUT, why let him out to potentially do it again (he has nothing to lose, if he is guilty). He wouldn't have been arrested if there was no evidence against him. Let's hope he doesn't decide to visit your neighborhood. Enough of this political correctness already!

as i said in my other comment... people have these young men already guilty by public opinion!you as a viewer dont know the circumstances of their case unless you are a lawyer or judge so who are you guys to past judgement on anybody! this is exectly why things are the way that they are in the society because of people passing bad judgement! people should not be so quick to past judgement unless they know for sure what they are talking about! how do you know?
Doc Dave, I'm with you and well aware what bond entails, innocent till proven guilty, etc. The point is that accused murderers in my opinion should be held WITHOUT being afforded the opportunity to bond out.

YOUNGSTOWN JUDGES ARE USING HOUSE ARREST AS BOND NOW AS WELL.

Florida Avenue is not Boardman. Boardman is a nice place to call home kblair! It is unfortuante that the scum of Youngstown has been creeping in for some time now and will someday ruin it all together. We have a few select slum lords to thank for that!

To be fair though, you have to admit that it's not a stretch to worry about someone who should be on house arrest unplugging the device for hours at a time with no accountability, at large in the community. I'm all for giving someone their day in court and a fair hearing, but violating house arrest is a pretty big deal.

You all need to realize that the right to bail is part of our Constitution right no matter what the crime is. Then you want to complain and get our rights taken away after our soldiers have fought so hard to get them. Pretty soon the way you people want to compalin we will be living in countries completely controlled by the government. The judge set a reasonable bail for what he saw fit under the circumstances. We don't know if the suspect really did it or the details. He hasn't been proven guilty.
The right to bail is not mentioned anywhere in the Constitution. You'd better read it again. It's in the Bill of Rights.
There are rights concerning unreasonable search and seizure, and speedy, fair trials, which I believe Mr. Biggs still retains. If probable cause exists, (which has been shown in this case,) then Mr. Biggs can be placed under house arrest. He's also receiving due process, which is another guarantee of the Bill of Rights.
This also does not seem to be excessive bail or cruel and unusual punishment. If anything, house arrest attempted to limit both, and Mr. Biggs chose a different path.

Every man is judged by his actions in this world. This particular man is not being judged without context here. It has been determined by a jury of his peers that there is enough evidence to have him face trial for murder, while awaiting his day in court he choose to break the law (and he did this multiple times). I ask my self what he was risking his freedom for all of these times he unpluged. Innocent until proven guilty is one of the things that makes this country great, but so is common sense.
how do you know? your going by what the paper said do you know what actually took place in his residents?it could have been something wrong to cause this! you are being judgemental again!!!
This so called man not only killed one innocent man but also had his brother shot and killed, as he was the only witness to the first shooting. Yes, this is true not just something I've gathered from the news.
A beautiful young family was destroyed by this man and his cohorts without a thought. The Youngstown police do what they can to help protect witnesses to crime, but that doesn't stop these killers from stalking them and killing again - acting like wild, vicious animals. I take that back .... animals shouldn't be put into the same class as this killer.
Justice should and will be served - God bless the families that these kind of men destroy.

Missez, what's you're relationship to the accused? You seem awfully involved. I can't really see what your issue with everyone that has posted here. He has been accused of a crime, and he was allowed out on bail with the electronic monitoring while awaiting trial. Are we to believe that everyone else is lying about the accused unplugging his monitoring device? They don't revoke bond unless you break the terms of said bond. That's the end of the story. You don't have a defense to this so why are you so angry? Personally, I feel better knowing an accused murderer is locked up behind bars where he can't unplug his monitoring device and roam freely amongst law-abiding citizens!

Missez, you are trying to pretend to be someone who you are not. I think that is apparent to everyone here. That being said, if no one knows for sure but God, according to your words, why are you so vehemently defending this person? Who appointed YOU God?
If anyone wants to about this man, look up his record. It's public info. Usually there's a pattern and the crimes committed get more serious (theft, drugs, assault, then MURDER).
Career criminals should be locked up! Like the "3 strike rule", if they are underage, maybe try rehabilitation and involve the parents because they probably need support or rehab. There are cases where innocent people get convicted too which is why I wont say yay or nay to what I think.
I hope whomever did this, gets what they deserve. It's horrible the way this young man died. I hope the family gets justice and I also hope the system stops letting multiple offenders walk the streets. There are people with 10 or more criminal charges that are walking the street everyday.
