New Castle council denies request for methadone facility

NEW CASTLE, Pa. — City council has denied a request from Freedom Healthcare Services for a conditional-use permit to operate a methadone treatment facility in the city.

It is the second time this year council has made such a move.

Freedom Health Care Services intended to operate its facility at Penn Power’s former maintenance garage on South Jefferson Street, an area zoned light industrial.

Earlier this year, local developer Michael Wish asked council to rezone a portion of Sampson Street on the West Side from light industrial to local commercial.

He requested the change so a vacant building there could be used as a methadone clinic, a permissible use in areas zoned commercial.

But council voted against an ordinance that would have changed the zoning in that area of the city.
