Moraine man is accused of neglecting 20 horses

MORAINE, Ohio (AP) -- A man has been accused of neglecting 20 horses, nine that died, police said.
Harley L. Thompson, 67, of Moraine, south of Dayton, was served at his home with papers notifying him of the charges of 29 misdemeanor counts of animal cruelty, police Sgt. Mike Keegan said.
He said Thompson was not arrested because of his age and his cooperation with authorities.
He faces up to 90 days in jail and a 750 fine on each offense, Keegan said.
Officials with the Montgomery County Animal Resource Center went to Thompson's farm last month following a tip.
The surviving horses are being cared for by volunteers. Most are recuperating at a horse farm in Warren County, with four still in a veterinarian's care in Dayton.
"I have seen some awful things, but I haven't seen a horse case this bad since I came here in 1999," said Brian Weltge, executive director of the Humane Society of Greater Dayton.
