Dominic Sims, formerly of Youngstown, has been named chief operating officer of the International Code Council. He had been deputy COO. He is based in the council's Birmingham, Ala., office. He earned a bachelor's degree in organizational management from Palm Beach Atlantic University. The International Code Council develops the codes used to construct residential and commercial buildings.
