VETERANS
Rank given to senator
FRANKLIN, Pa. -- The Pennsylvania Civil Air Patrol has presented state Sen. Robert Robbins of Greenville, R-50th, the rank of lieutenant colonel. Robbins, a member of the Civil Air Patrol since 2000, graduated from the U.S. Military Academy, served two tours of duty in Vietnam, and was an instructor at the Army Ranger School. He was awarded the Soldiers Medal of Heroism, the Combat Infantry Badge and the Bronze Star Medal. The rank was presented to Robbins by the Pennsylvania Civil Air Patrol's vice commander, Lt. Col. Mark Lee .
PROMOTIONS
Post-graduation rank
Army 2nd Lt. Joseph A. Phillis was promoted to his current rank upon graduation from the 14-week Officer Candidate School at Fort Benning, Ga. Phillis, an infantry officer with eight years of military service, is the son of Adell L. Phillis of Salem. He graduated in 1989 from United Local High School, Hanoverton, and received a bachelor's degree in 2004 from Kent State University.
DEPLOYED
Returned from Middle East
Several area residents have returned from deployment to the Middle East, where they served aboard the Naval aircraft carrier USS Theodore Roosevelt and the guided-missile destroyer USS Donald Cook. The ships, part of the Theodore Roosevelt Carrier Strike Group, participated in Operation Steel Curtain and Maritime Security Operations. Local residents on the USS Theodore Roosevelt included: Chief Petty Officer William J. Brennan, son of Lori and William J. Brennan of Poland, and a 1980 graduate of Ursuline High School; Petty Officer 2nd Class Collin A. Owens, son of Barbara J. and William H. Owens of New Castle, Pa.; Petty Officer 3rd Class Jack G. Pence Jr., son of Valerie Pence and Jack G. Pence Sr., both of Newton Falls; Airman Kris A. Maylone, son of Stephanie A. and Richard A. Maylone of Warren; Petty Officer 3rd Class Marcus A. Plevyak, son of Brenda and James M. Plevyak of Warren, and a 2003 graduate of Warren G. Harding High School of Warren; Airman Charles C. Sturts, whose wife, Brianna, is the daughter of Joyce and Arnold Barzak of Youngstown. Local residents aboard the USS Donald Cook included: Petty Officer 1st Class Tod R. Bowman, son of William G. Bowman Sr. of Mercer, Pa., and a 1981 graduate of Reynolds (Pa.) High School.; and Navy Seaman Ralph T. Mansfield, son of Ralph T. Mansfield III of Poland.

Moore High School, Central Square, N.Y., '05), son of Bonnie and stepson of Jay Jewell of Bernhards Bay, N.Y., and the son of James Straub and stepson of Emily Straub, of Stoneboro, Pa. Navy: Seaman Sean A. Fowler (Mineral Ridge High School, '03), son of Diane L. and Dave A. Fowler of Mineral Ridge.
