Commissioners, EMA official OK settlement

LISBON -- The Columbiana County commissioners approved a settlement agreement Wednesday with the deputy director of the county's Emergency Management Agency.
Mary Smith of Lisbon will resign effective Saturday in return for a payment of $11,857 from the county.
She sought the director's position earlier this year after the retirement of longtime EMA director Jay Carter. The commissioners hired a man with no EMA experience to replace Carter.
Smith filed a complaint with the Ohio Civil Rights Commission and a notice of intent to file a whistleblower complaint with the county prosecutor's office. Those complaints will be withdrawn as part of the settlement.
County Prosecutor Robert Herron said that no information about wrongdoing was given his office.
The commissioners made no comment on the settlement.
