TRUMBULL COUNTY Proposed rules for builders call for soil-erosion prevention

The proposed regulations are supported by the HBA.
WARREN -- Builders will have to seek another level of approval before breaking earth in Trumbull County under a set of erosion and sediment control rules to be considered by county commissioners this month.
The proposed rules call on contractors to take measures to prevent soil erosion from commercial construction sites and construction projects larger than one acre. Agricultural activity and most home construction will be exempt from the regulations, said Trumbull County Soil and Water Conservation District Administrator Dave Brown.
Contractors would be required to submit an erosion control plan to the county soil and water conservation district 30 days before starting work. The county engineer will also review construction plans that impact drainage to an area, Brown said.
"We feel it is fair and equitable," said Mike Wilson, executive director of the Home Builders Association of the Mahoning Valley. "This puts the regulations in black and white."
The proposed rules follow Ohio EPA requirements and are similar to what is already required in new subdivisions under regulations approved last year, officials said.
Wilson said contractors are already doing what the provisions require.
Exact requirements will depend on the particular site, but can include measures such as staked-down mesh to prevent soil erosion and basins to allow silt to fall out of water runoff.
The soil and water district will continue to inspect construction sites, Brown said.
No permit fees have been proposed, he said.
Construction sites are a major source of sediment that can wind up clogging streams, he said. Runoff from construction sites can also contain contaminants, he said.
Commissioners are expected to hold two hearings on the regulations before holding a vote later this month.
