The House rejected a motion to include higher Medicare payment rates to doctors as part of the continuing 2003 spending resolution.
Proponents said that doctors are being forced to shut down services and deny care to Medicare patients because of high costs and inadequate government reimbursements. Opponents argued that the continuing resolution was the wrong forum to deal with the issue. The vote was 195 yes to 215 no.

The House approved, by a vote of 404-0, a resolution to express the House's condolences to the families of the crew aboard the Columbia space shuttle.

The Senate also approved a resolution to commemorate the Columbia astronauts. The vote was 95 to 0.
