Swore in Michael A. James, who was appointed by city council, as a park board member. James replaces William Carter, who resigned last month to avoid a potential conflict of interest. Carter will monitor the park department's minority hiring on construction contracts.

Approved a contract for Thomas Ciminelli as golf course manager, pending his acceptance of the contract. The board will decide next month whether to grant a raise and for how much. Ciminelli has been paid $30,000 for his work, from March through November, each year since 1997.

Approved establishing a 40 and Over Basketball League to play at the old South High field house and a $375 entry fee per team. The fee is $75 higher than the entry fee for the 21 and Over league. Some 40 and Over leagues charge $400 to $500, said Joseph R. McRae, city parks director. The new league will have at least seven teams.

Approved the Ohio Department of Transportation's plans to use a section of Victory Field for the Route 711 connector highway project, pending city engineering department approval. The project will not interfere with recreational space.
