Appropriation

The House approved a conference report appropriating $17.1 billion for the Department of the Treasury, the Postal Service, the Executive Office of the President and independent agencies.

Proponents said it provided adequate funding for the agencies. Opponents argued that in the wake of the Sept. 11 attacks, additional funding was needed for security reasons. The vote was 339-85.

Pa.: Phil S. English, R-21st; and Melissa A. Hart, R-4th.

Ohio: Sherrod Brown, D-13th.

More money

The House, by a vote of 399-29, approved a conference report appropriating $24.6 billion for energy and water development programs.

Funds for Legislature

The House approved a conference report appropriating funds for legislative branch operations. The vote was 374-52 nays.

YES

Ohio: Ney and Traficant.

Airport security

The House approved a bill to increase the federal role in promoting airport security. The vote was 286-139.

Proponents said it would strengthen security. Opponents argued the bill should make security personnel federal workers and should not shield companies from liability in the event of future terrorist attacks.

SENATE

Energy and water

The Senate approved a conference report appropriating $24.6 billion for energy and water development programs. The vote was 96-2.
