SHORTER FAIR? During the opening of the 1999 state fair, Gov. Bob Taft, left, got pointers from former Gov. Jim Rhodes, who has been called "the father of the Ohio State Fair." Rhodes died earlier this year. The Republican budget proposal will shorten the fair by two days.
