The House rejected an amendment by Rep. David R. Obey, D-Wis., to redirect $30.5 million from the IRS for the High Intensity Drug Trafficking Areas program. The vote was 212 to 216.

Disaster relief

The House rejected a motion on by Rep. David R. Obey, D-Wis., to recommit a bill to the House Appropriations Committee to add $389.2 million in the Federal Emergency Management Agency's disaster relief fund. The vote was 209 to 218.

Energy leasing ban

The House approved an amendment by Rep. Nick J. Rahall II, D-W.Va., which would prohibit new energy leasing or related activities within the boundaries of national monuments. The vote was 242 to 173 nays.

Oil, gas drilling

Interior Department

Mining regulations

National park leases
