City of Youngstown Announces Downtown Signal and Fifth Avenue Reconstruction Projects in Mahoning County

The City of Youngstown plans to reconstruct Fifth Avenue from Federal Street north to the Madison Avenue Expressway (U.S. Route 422). Fifth Avenue will be reconstructed, and the number of lanes will be reduced (road diet) to three (3) or four (4) lanes. As a result of the lane reductions, a substantial amount of vacant area will become available to support non-vehicle modes through the addition of bus stops, a multi-use path, new and repaired sidewalk, seating areas, bike racks, new landscaping and new lighting. In addition to the Fifth Avenue project, the City of Youngstown plans to reconstruct eleven (11) downtown signals and remove seven (7) unwarranted signals within the limits of the Fifth Avenue project and along Wick Avenue, Front Street and Market Street.

An open house public involvement meeting will be held on Tuesday, February 19, 2019, from 4:00pm to 6:00pm at the Eastgate Regional Council of Governments (Eastgate) office located at 100 E. Federal Street, Suite 1000, Youngstown, Ohio. The purpose of this public involvement meeting is to present the two (2) projects to the general public, property owners and stakeholders and to solicit public comment regarding the social, economic and environmental impacts.

This meeting will be an open house format. The project team will be available to address any questions you may have about the projects. Throughout the public meeting, exhibits illustrating the planned improvements will be available, as well as renderings depicting the proposed design. Additional materials available for public review will be the environmental reports and right-of-way plans. Throughout the open house meeting, representatives from the City of Youngstown, ODOT District 4, Eastgate and the project consultants (ms consultants and GPD) will be available to discuss the planned improvements, maintenance of traffic, the right-of-way acquisition process and the environmental impacts.

Persons attending the meeting who require special assistance or accommodations should contact the City of Youngstown representative below at least 15 calendar days prior to the meeting.

Section 106 of the National Historic Preservation Act requires Federal agencies (and in this case ODOT) to consider the effect of their actions on historic properties. The Section 106 process seeks to incorporate historic values into project planning through consultation among agencies, and other individual/groups, with an interest in the effects of an undertaking on historic properties, including the Wick Avenue Historic District, that are identified as Section 106 consulting parties. The various consulting parties work together to discuss options, provide multiple viewpoints, and strive to seek common agreement on the incorporation of historic preservation values into a project. Right-of-way acquisition will begin in the spring of 2019. Construction on the projects will begin in winter 2019.

Notice is hereby given that the Mahoning County Engineer, Mahoning County, Ohio will receive Statements of Qualifications for the Environmental Services needed to Implement and Complete the Remedial
Action Plan for Release #50000621-N00001 located at the Mahoning County Highway Department, District 2 Garage, 11795
Market Street, North Lima, Ohio, 44452.

The Environmental Service Consultant
selected for this project shall be required to obtain Cost Pre-Approvals for all phases of the work, obtain an approved Completion Schedule for Corrective Action, and Implement the approved Remedial Action Plan in accordance with the approved costs and completion schedule. The Consultant shall also be required to seek direct reimbursement from the PUSTRCB Financial Insurance Fund. Mahoning County has met the required PUSTRCB Financial Insurance Fund deductible ($50,000.00) as of
November 2018.

Bidders may submit requests for consideration of a proposed Substitution for a specified product, equipment, or service to the Architect/Engineer (“A/E”) no later than 10 days prior to the bid opening. Additional products, equipment, and services may be accepted as approved Substitutions only by written Addendum.

From time to time, the Commission issues new editions of the “State of Ohio Standard Requirements for Public Facility Construction” and may issue interim changes. Bidders must submit Bids that comply with the version of the Standard Requirements included in the Contract Documents.

This Project is subject to the State of Ohio’s Encouraging Diversity, Growth, and Equity (“EDGE”) Business Development Program. The EDGE Participation Goal for the Project is 5.0 percent.

The percentage is determined by the contracted value of goods, services, materials, and labor that are provided by EDGE-certified business(es). Notice is hereby given that on January 21, 2019, commencing at 2:00 p.m. and at
4:00 p.m., at the Beaver Township
Administrative Building, 11999 South Ave, North Lima, Ohio, 44452, the Northeast
Ohio Public Energy Council (“NOPEC”), on behalf of the Townships of Beaver and Green, Mahoning County, Ohio, will hold joint public hearings with respect to the Plan of Operation and Governance for the aggregation of competitive retail natural gas (the “Aggregation Program”), as previously authorized by such members pursuant to Ohio Revised Code Section
4929.26. The Aggregation Program will apply automatically to all eligible customers of retail natural gas within the Townships of Green and Beaver, except for those who elect to opt-out. Customers may opt-out without charge during a designated opt-out period prior to initiation of service under the Aggregation Program and approximately every two (2) years thereafter. NOPEC seeks to provide low-cost natural gas for consumers by selecting a supplier through a negotiation process and leveraging the combined resources and buying power of member communities in NOPEC. The Plan of Operation and Governance addresses the following topics regarding the Aggregation Program: (1) goals, operations and funding; (2) consumer participation, including terms of opting out; (3) customer care; (4) organizational structure and management of
NOPEC; and (5) the steps toward
establishing the Aggregation Program.

The Mahoning County Board of Developmental Disabilities, with the approval of the Board of Mahoning County Commissioners, will auction motor vehicles (busses) that are not needed for public use or are obsolete or unfit for the use for which they were acquired, via an internet auction. The Board has contracted with GovPlanet to conduct said internet auction on its behalf. The Board makes no warranty, expressed or implied, as to quantity, kind, character, quality, weight, size or description of any of the property or its fitness for any use or purpose. Items are sold as is, where is.

Said internet auction will be conducted for ten (10) days, from MONDAY, January
21st, 2019 through THURSDAY, January
31st
, 2019 through the GovPlanet website. Information regarding times for inspection can be found at the GovPlanet site.

TERMS: Payment to be made upon terms posted at the GovPlanet site. GovPlanet
will collect and retain a 7.5% buyer’s transaction fee on all items sold. Titles to vehicles will be transferred at time of pick- up of the vehicles. All vehicles will be picked up from the offices of the Mahoning County Board of Developmental
Disabilities, 4791 Woodridge Drive,
Austintown, Ohio 44515 within five (5) working days of the close of the auction. It is the responsibility of the Buyer to pick up, load and transport. No county equipment or manpower can be used.
