2019 Poland Township Paving Program

Work consists of the resurfacing of various roads throughout the Township. The base bid will include 24.84 miles of Mill & Fill and 12.68 miles of Asphalt Overlay. All associated work shall be included in the project. Alternative bids 1, 2 & 3 totaling an additional 1.49 miles of Mill & Fill and 1.53 miles of Asphalt Overlay may be considered by the Township.

A copy of the specifications may be obtained at the Poland Township Government Center, 3339 Dobbins Road, Poland, Ohio, 44514 between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday for a fee of TWENTY FIVE DOLLARS ($25.00) plus postage and handling (if applicable) for each set, which is non-refundable. Checks are to be made payable to Poland
Township.

For all bids in excess of $50,000.00, a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Poland Township Trustees, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of Poland Township Trustees, in the manner provided by law.

A performance bond in the amount of 100% of the contract price will be required after the award of the contract. However, if the item bid is available for immediate delivery and specified as such in the bid, a performance bond will not then be required.

A payment bond in the amount of 100% of the estimated cost of the work conditioned for the payment by the Contractor and all Subcontractors for labor performed and materials furnished in connection with the project involved.

Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is licensed to do business in Ohio.

Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec.
5719.042 of the Ohio Revised Code. No
payment shall be made on any contract for which no such affidavit has been
submitted.

All Contractors must be pre-qualified with the Ohio Department of Transportation.
This project is funded by the Poland Township Trustees. All bidders shall comply with the prevailing wage rates as determined by the State of Ohio, Department of Commerce along with other provisions included within the contract documents that are applicable to the project.

Domestic Steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. Copies of Section 153.011 of the revised Code can be obtained from any of the offices of the Department of Administrative Services. All steel products must meet the requirements of ODOT CMS 106.09.

The contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers’ Compensation Drug Free Workplace Program or in a similar program approved by the Bureau of Workers’ Compensation. Any contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract.

The Board of Poland Township Trustees reserves the right to reject any or all bids and to waive informalities.

No bid may be withdrawn for at least sixty (60) days after the opening thereof.

Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin.

The Engineer’s Estimate for the base bid is $3,965,496.00.

Clearly indicate the item being bid, as well as the name and address of the person or business submitting the bid, on the outside of the sealed envelope containing the bid.

2019 Poland Township Paving Program
Construction Inspectors

Work consists of inspecting and overseeing the resurfacing of various roads throughout Poland Township during the 2019 Poland Township Paving Program. The bid will be based on hourly rates for up to two (2) construction inspectors experienced in the inspection of Hotmix Asphalt construction. At least one inspector will be needed each day that the paving contractor is working within the township. Two inspectors will be needed on days when the paving contractor has multiple crews working within the township.

A copy of the inspection specifications may be obtained at the Poland Township Government Center, 3339 Dobbins Road, Poland, Ohio, 44514 between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday for a fee of TEN DOLLARS ($10.00) plus postage and handling (if applicable) for each set, which is non-refundable. Notice is hereby given that in pursuance of Resolutions of the Board of Trustees of the Township of Hubbard, Ohio, passed on the 8th day of January, 2019 and on the 14th day of January, 2019, Resolutions Nos. 54-19 and 63-19, respectively, there will be submitted to a vote of the people of said subdivision at the primary election to be held in said Township, at the regular places of voting therein, on Tuesday, the 7th day of May, 2019, the question of levying a renewal tax, in excess of the ten-mill limitation, for the benefit of and upon the entire territory of said Township, pursuant to Ohio Revised Code Sections 5705.03,
5705.19(J) and 5705.191 for the purpose of providing and maintaining motor vehicles, communications and other equipment used directly in the operation of a police department, or the payment of salaries of permanent police personnel, including the payment of the police officers’ contribution required under Section 742.33 of the Revised Code or the payment of the costs incurred by townships as a result of contracts made with other political subdivisions in order to obtain police protection, or to provide ambulance or emergency medical services operated by a police department.

LEGAL NOTICE

Notice is hereby given that sealed bids will be accepted by the Springfield Township Board of Trustees at the Township Administration Building, 3475 East South Range Road, New Springfield, Ohio 44443,
between the hours of 8:30 AM and 3:00 PM
until May 8, 2019. For the paving of Silver Creek Road. All bids will be publicly opened and read aloud at 7:00 PM on May 8, 2019.
The work shall be performed in accordance with plans and specifications on file in the office of the Springfield Township Trustees. Copies of the plans and specifications may be obtained at the Township Administration Building, 3475 East South Range Road, New Springfield, Ohio 44443 between the hours of 8:30 AM and 3:00 PM until May 8, 2019, upon payment of five dollars ($5.00). No refunds will be made for plans returned.

Each proposal must be accompanied with a certified check or cashier’s check on a solvent bank in Mahoning County or a bid bond in the sum of 10% of the contract. Should any bid be rejected, such bond or check shall be returned to the bidder. Once a bid has been accepted a 100% performance bond will be required upon execution and acceptance of the contract. A One (1) Year maintenance bond will also be required.

The trustees reserve the right to waive any technicality and to accept any combination of bids deemed most favorable to the Township and the right to reject any or all bids.

The attention of bidders is directed to the special statutory provisions of R.C. 4115.05 et. seq. governing the prevailing rates of wages to be paid to laborers and mechanics on public improvements, and also to R.C. 153.59 regarding non-discrimination. Attention is also directed to statutory requirements regarding minimum wages, overtime pay, worker’s compensation coverage and the licensing of corporations organized under the laws of states other than Ohio. All proposals submitted shall be good for a period of sixty (60) days after the date of bid opening. Notice of claim of right to withdraw a proposal must be made in writing and filed with the Park District within two business days after conclusion of the bid opening procedure in accordance with the provisions of Section 9.31 of the Ohio Revised Code.
Attention of the bidders is particularly directed to the requirements and condition of construction and to the minimum wage rates to be paid under this contract. Successful bidders will be required to pay at least minimum wage rates predetermined by the Ohio Revised Code, Chapter 4115. The schedule of approved wage rates is incorporated into the contract documents.
The Board of Park Commissioners of the Mill Creek Metropolitan Park District reserves the right to reject any, or part of any, or all, proposals; to waive any technicalities or informalities in bidding and to accept any proposal deemed most favorable to the Board of Park Commissioners, or to advertise for new proposals.

ADVERTISEMENT FOR BIDS

The City of Youngstown is formally soliciting bids for:

MAH – INDIANOLA/HIMROD
RESURFACING; PID NO. 104646

In the City of Youngstown, Mahoning
County, Ohio, the Director of Finance will receive sealed bids for the above referenced project until 12:00 noon, local time on Friday, May 3, 2019 at the Office of the Director of Finance, Third Floor, City Hall, Youngstown, Ohio, and publicly opened and read aloud at Council Chambers, Sixth Floor, City Hall, Youngstown, Ohio, immediately thereafter for furnishing material and performing the labor for the execution of the above mentioned project.

Plans, specifications, and bidding forms are on file at the office of Central Purchasing, Third Floor, City Hall, where they may be obtained for a fee of Fifty Dollars ($50.00) which is non-refundable.

The Board of Control reserves the right to reject any or all bids and to waive any informalities in bidding.

Each bidder will be required to complete and file with his/her bid, a Proposal Guaranty and Performance/Payment Bond (O.R.C. Section 153.571) contained in the contract documents, with a surety company executing the bond. The surety company must be listed on the Treasury Department’s most current list (Circular 570 as amended), and must be authorized to transact business in the State of Ohio.

If the bid is accepted, the successful bidder shall enter into a contract with the City, and the Proposal Guaranty and Performance/Payment Bond shall provide the conditions in said bond, which include those as listed below:

A Bid Bond of (10%) of the total amount bid, as a guarantee that in the event the bid is accepted, and the contract awarded to the bidder, said Bond shall convert to a (100%) Performance/Payment Bond, assuring that the contractor will perform the work upon the terms proposed, within the time specified, in accordance with the plans and specifications; and conditioned for the payment by the contractor and all subcontractors for labor performed and materials furnished in connection with the Project.

Bids of corporations not chartered in Ohio must be accompanied by proper certification that the corporation is authorized to do business in Ohio.

The Bidders attention is also called to the conditions of construction, and the wage rates required to be paid under this contract. The successful Bidder is required to pay at least the pre-determined minimum wage rates as set forth in the contract documents.

This contract is subject to the provisions of Form FHWA-1273 (Required Contract Provisions), Executive Order 2002-13T (Drug-Free Work Place), 49 CFR Part 26 (Disadvantaged Business Enterprises), and all other terms and conditions as they appear in the bidding documents.

“Disadvantaged Business (DBE) Requirement: DBE participation goals (Subcontracts, materials, supplies) have been set on this project for those certified as DBE’s in accordance with the TEA-21 (1998) and 49 CFR, Part 26, and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.)”. At the beginning following the project identification the DBE goal designation is written, i.e. DBE Goal: 6.00%.

WAIVER PROCESS FOR DBE GOALS: See Section 7, ODOT LPA Template, Page 19, Good Faith Effort (GFEs).

A Bidder/Contractor will be deemed committed all Bid Conditions by submitting a properly signed bid. All bidders must fill in all of the blanks on the proposal forms in ink, or typewritten. The entire Contract Book must be submitted intact with the bid.

Each Bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin.

Only contractors who are pre-qualified with the Ohio department of transportation are eligible to submit bids for this project.
